A Full Municipal Permitting Solution — Built in 3 Weeks
The Challenge
The city needed to unify five departments' workflows — planning & land use, building & safety permits and inspections, public works encroachment, business licensing, and code enforcement — onto one modern platform with a resident-facing portal, replacing a legacy system that administered roughly $2M per year in fees and taxes. Systems of this scope are typically scoped in quarters. We built a working one in three weeks.
The Approach
The LPI Build Agent started from our permit-type content library — prebuilt forms, stage models, fee matrices, and inspection checklists — and configured them to the city's actual processes: its real fee schedule, its pre-review tracks, its zone-clearance step for business licenses. Our engineers reviewed every generated component and owned the solution design; the agents did the heavy lifting.
Because the library covered the majority of required processes before the engagement began, the team spent its time on configuration that was specific to the city's workflows — not rebuilding common permitting patterns from scratch.
What We Built — in 3 Weeks
- 14 permit and license types spanning planning reviews, building permits, right-of-way encroachment, business licenses, special events, and specialty processes (lot splits, home occupations, sign reviews, landscape compliance)
- A resident portal with guided application wizards, document upload, automatic fee calculation from the city's real fee schedule, and online payment readiness
- Inspector mobile experience for field inspections
- Map-based code-enforcement tracking with property hot-spots
- Staff consoles per department with routing, review tracks, and approval workflows
The Impact
- Fully functional system in 3 weeks — comparable municipal implementations typically take 6–12 months
- All five departments on a single platform — planning, building, public works, business licensing, and code enforcement unified from day 21
- 14 permit/license types live — versus a design document at the same milestone in a traditional engagement
- Started at 60% done — prebuilt library covered the majority of required processes; agents configured the rest to the city's actual rules and fee schedule
- Resident-facing portal ready — guided application wizards with real fee calculation replace paper-based and fragmented digital processes
